OCXcip_AccessTagData - Read and write Logix controller tag data.
OCXcip_AccessTagDataAbortable - Abortable version of

OCXcip_CreateTagDbHandle - Creates a tag database handle.
OCXcip_DeleteTagDbHandle - Deletes a tag database handle and releases
all associated resources.

OCXcip_TestTagDbVer - Compare the current device program version with
